La personalización de la política : una revisión de la Constitución Nacional. = The personalizacion of politics : a revision of the Nacional Constitution.

Considerando la tendencia mundial a la desaparición de los partidos políticos como sostén ideológico, acentuándose la aparición de candidatos que centran su plataforma política en su imagen como herramienta principal de campaña, analizaremos el estudio del comportamiento electoral de estudiantes universitarios y lo compararemos con el funcionamiento del sistema electoral formal. Con el objetivo de contrastar las diferencias y similitudes entre las razones por las que votan los sujetos y el comportamiento que se espera de ellos, por su carácter de ciudadano, para el funcionamiento republicano de la sociedad. Para este estudio nos basaremos: por un lado, en investigaciones previas del equipo de investigación P023 UBACyT que estudiaron las razones por las cuales votan los estudiantes; y por otro lado, tomaremos el artículo Nº 38 de la Constitución Nacional, el cual fue agregado en la reforma Constitucional de 1994, haciendo referencia a la importancia de los partidos políticos como instituciones fundamentales del sistema democrático. Observamos que nuestros resultados coinciden con esta tendencia mundial, encontrando un claro desfasaje entre el papel predominante que le otorga la Constitución Nacional a los partidos políticos y el papel que le adjudican los electores a los mismos.

Considering the world-wide tendency to the disappearance of the political parties as ideological support, placing emphasis on the appearance of candidates who center their political platform in their image as the main tool of campaign, we will analyze the study of the electoral behavior of college students and we will compare it with the formal electoral system. The aim is to find differences and similarities between the reasons by which the individuals vote and the behavior that is expected of them, by his/her nature as a citizen, for the republican function of the society. We will base our study on: on the one hand, in previous researches of the investigation team P023 UBACyT that studied the reasons by which the students vote; and on the other hand, we will take article Nº 38 from the National Constitution, which was added during the Constitutional reform of 1994, making reference to the importance of political parties as the fundamental institutions of the democratic system. We observed that our results agree with this world-wide tendency, finding a clear difference between the predominant role the National constitution grants the political parties and the role they play according to the voters.
