- ABSTRACT This work is framed in the research Project UBACyT P040. Its antecedent is the article ´Obstacles against the development of policies and the implementation of improvements in mental health: the case of the law 25.421´ (Ceriani, Obiols, Michalewicz; Stolkiner, 2009) The debates in relation with the mental health system reform dates back to decades in our country. However the necessary changes have not been made yet. The new factor that can change this situation is the implication of new social actors in the scenario. In the last decade, with the resurgence of the human rights discourse, three new social actors have appeared in the scene. The human rights organizations, the patients’ families’ organizations and the users´ organizations. This work investigates the potential of the inclusion of the users’ organizations in the present scenario from the perspective of one of its partners. It also describes some of the barriers that the users come across with when they are trying to organize themselves. To conclude it emphasize the importance of the inclusion of these actors to achieve actual changes and the need to improve the condition to promote this participation.

P040. Tiene como antecedente el artículo ´Obstáculos para el desarrollo de políticas transformadoras en salud mental: el caso de
la ley 25.421´ (Ceriani, Obiols, Michalewicz; Stolkiner, 2009) Los
debates por la reforma en Salud Mental tienen larga historia en
nuestro país, sin embargo las modificaciones necesarias demoran en concretarse. Lo que puede hacer variar el escenario es la
entrada de nuevos actores sociales. En la última década, junto
con el resurgimiento del discurso de derechos humanos en el
campo de la Salud, se destaca el surgimiento de tres nuevos actores: los organismos de derechos humanos, las organizaciones
de familiares y las organizaciones de usuarios. Este trabajo da
cuenta del potencial que conlleva la inclusión de los usuarios al
debate actual desde la perspectiva de una de sus representantes.
A su vez pone de relieve algunos de las dificultades con las que
se encuentran para organizarse y lograr mayor visibilidad. Como
conclusión se destaca la necesidad de propiciar la participación
de los usuarios en el escenario actual para generar modificaciones concretas y de tener en cuenta los obstáculos que dificultan
que esto suceda.
